indian ring necked is not growing feathers

My indian ring necked is not growing feathers after his first moulting. My parrot is around one and a half year old. his feeding habits are absolutely normal. his daily diet consists of fruits, gram and oatmeal. sometimes he is given pellets. his physical activities are a bit slow. so kindly help.
