Indian ringneck egg has a hole but doesn't hatch

Hello! My Indian Ringneck pair has laid 4 eggs. After 23 days, yesterday one egg created a hole where you can see and hear the chick. I know that the chick itself 1-2 days before hatching creates a hole in the shell to get oxygen and than starts the hatching.
I am a little concerned because it has passed one day and the egg is in the same condition and the hen is still sitting on top of the eggs. I am worried that the chick doesn't get oxygen. I hear the chick making noises but the voice is lower than yesterday. Is this normal?
Maybe I am freaking out without reason. When do I have to take the egg and try to help the chick hatch manually? Also there are 3 other eggs that still hasn't shown any breakage. When can they hatch?
It is difficult for me to maneuver inside the nest because the mother and father get scared easily and they may break the eggs. The hen laid the eggs with two days difference and started sitting after the third egg. Thank you in advance!
