Indian Ringneck Parakeet with abnormal lose of feathers

My Indian Ringneck parakeet has lost all of its tail feathers, and now is starting to lose its flight feathers. It looks like it was about weaned and starting to eat on its own, after completion of being handfed and now starting to loose alot of its feathers
