Yes, as Tracie said, this has become an emergency situation. Your bird is deathly ill, and you can see many symptoms here, so why have you waited to take him to an Avian Vet? Birds do not get over infections and will die from them if left undiagnosed and untreated.
Also, once he is well again, if you have not waited too long, please start the process of getting him onto a high quality organic pelleted diet which will keep his immune system functioning on a high level, and he can better ward off illness of all kinds. Why organic you may ask? Because they do not have any preservatives which are toxic to birds, nor do they have any pesticide or fertilizer residue which are also toxic, and the food is simply of a higher quality. An all seed diet with or without vitamin supplements is a very poor diet, leaves the bird vulnerable to any and all infections and will eventually kill the bird. Fruit and veggies need to be certified organic as well, and birds only need 10-15% of overall diet in fruit/veggies which means small amounts a few times a week. Tracie carries several kinds of the organic pellets here, and it takes time to change over. DO NOT MAKE ANY CHANGES IN DIET UNTIL THIS BIRD HAS BEEN DIAGNOSED AND TREATED BY A LICENSED AND TRAINED AVIAN VET. Here is a link on how to go about the changeover from seeds to pellets written by an Avian Vet:
