Indian Ringneck

My white indian ringneck lost all his feathers and is growing hard white lumps around his beak. He is still eating the same amount of food as before and he does not have diaree. He is still very chirpy and I can not see anything else wrong with him. He started getting these about a month ago and our vet is mainly into cats and dogs.
