Is my new parakeet sick?

My new parakeet (my second one) that i just got today's feathers seem kinda crusty and he puffs up alot. His droppings are also runny, but he has eaten some millet. I'm curious if he is sick or not.

My parakeet that I've had for almost a year had nice smooth feathers when I got him and does now too, but my new one (Akira) is anything but.

Many budgies are raised in terrible environments where disease is common. If you purchased the bird without a certificate showing it has been seen by an avian vet and is healthy, then it may be sick and have already givin your other bird an illnes or disease too.

Runny poop, poor feather quality and staying puffed up are signs of illness.

I know people want to purchase cheap birds, but you take a great chance doing it. It is worth it to find a reputable breeder and pay a bit more for healthy birds.
