Jolly's drooping wings.

I have a green cheek conure. I took him to the vet a month ago and they said he was fine but the vet never actually came into the room at all. Just the assistants so I question them. Jolly is at normal weight normal feces and eyes and nose are clear. He is 7 months old and feels boney to the touch but he eats alot and seems to have a very healthy appetite. He also tends to almost crouch on my fingers and is constantly drooping his wings. His tail feathers also always look damaged almost like he over grooms but he doesn't groom them that much. Should I be concerned or is it just his age? I also have a 3 yr old sun conure and he didn't do that.
