keeps tilting his head back

My bird for the last 3 weeks has been constantly tilting his head back a puffing out his neck feathers. He seems to be doing it all the time now. Is his neck head or throat hurting, or is this just a habit he has fallen into? I'm concerned.

 Bird tilting head and puffing up

This is not normal behavior. Please Find an Avian Vet to examine your bird in person. Dr B can not tell if your bird is sick over the Internet.
