one of my rainbow lorikeets (male) has a build up of his food on the inside of his lower beak and is affecting his eating and closing of his beak we have tried to flick it out but after a few minutes he gets to stressed so we do as much and we can then leave him be but we arent seeming to make progress and he seems to not be getting enough food what can we do?

You need to take your bird to an Avian Vet as this "buildup of food" is NOT what it seems. It very well could be that he is throwing up his food as he tries to eat it and this could be the result of an infection in his crop or an overall body bacterial infection.

Your ONLY option here is to take bird to an Avian Vet because this is NOT normal, and the reason he is not able to eat is because he may be throwing up everything he's eating which is direct sign of an infection. Only Avian vets can diagnose and treat birds because regular dog and cat vets are not licensed or trained to do so.

Give him NO over the counter drugs or home remedies as he needs the services of an Avian vet and as quickly as you can find one and get an appointment. This is a serious condition, and it must be handled by a trained professional.
