Is this a baby we are talking about here? If so then the answer is NO as this could be splayed legs, if a baby I'm afraid it is a visit to your Avian vet with a sad outcome. If an adult bird it still needs to see an Avian Vet as a matter of urgency.

It sounds like your bird has what is called splay legged.
Search the internet and you will see pictures of birds with splay legs and if so, you need to get it to an avian vet to be corrected before it's too late.
If this is what it is, and treatment is not found, then the bird's legs will grow and strengthen in that position and make it difficult for it to get around.
