This morning I first noticed that the female of my pair has crusty skin with no feathers all around both of her eyes and beak. It is just starting down her head, but it is in a circular pattern. Does she have mites? Or being picked on? Or a fungal infection? It looks red/pinkish with white crust like appearance.

This sounds like fungal infection or parasite. Either way, you will have to take her to an Avian Vet ONLY to be examined, diagnosed and treated. Also, if this turns out to be parasites, then your other birds will also have to be examined because parasites get on all the birds.

It would be best to take her to an avian vet to have it checked out. There could be multiple reasons,and so cannot be diagnosed over the internet.

Also, it would be best to seethe avian vet ASAP,as it may be irritating and she could do damage trying to stop the itching and make it sore or bleed.
