Lovebird Scratching

My lovebird started dragging her bottom across the perch. At first it looked sort of like humping, but she is doing it frequently throughout the day and it seems she is uncomfortable. She is strattling the rope and pulling herself. What could this be?

She could just be masturbating, but it may also be that she has an irritation in her cloaca or vent. She needs to be seen by an avian veterinarian immediately.
