lump under my parakeet's neck

My parakeet has been pulling out feathers under his chin. He usually does this and they grow back. However, I noticed a big lump under his neck on this exposed skin that has spots that look like a lot
of food (seed) he probably ate with the husk. Is this normal? I am concerned. Please advise.
Also, why does he pluck his feathers out so much that he always ends up with a bald patch somewhere? We have another parakeet in the same cage who does not moult or pluck its feathers.
What can stop him from plucking so much?.

Lump under parakeets neck too

My parakeet has a sort of lump under her neck as well and she is all puffed up but still acts normal with the other birds and eats and drinks etc. Is the lump deadly because i can not afford to go to the vet since she was only an 8 dollar bird. Will she die?

Yes, it is possible your bird will die a painful death. If you are not feeding your bird 70% Harrison's or Roudybush pellets but mostly seed, this may be the cause. Switching Birds To Pellets article

Bird picking feathers and now a lump

You need to Find an Avian Vet to examine your bird right away. It has been picking this spot because of what was underneath the feathers.
