Messy vent and bobbing tail

My pet budgie looks unwell sometimes.
She is 10 months old and is a female, and a blue bird. Most of the time she has a very messy vent and seems to be in discomfort when this occurs.

The droppings are stuck to her vent area and feathers in the area become yellow/green.

We have tried bathing her, by picking her up and wiping the vent. This helps to keep her clean but it reoccurs in about 2 days.

We use boiled water, (when it's cooled to room temparature) so it doesn't have germs in it.
We spray her often and she trys to preen but she can't clean it herself.
She has a small bath and sometimes has a clean and splash in it.

Why is she getting clogged up and how can we help her?

Also ever since i owned her,(from pet shop) i have noticed her tail flicks slightly every second.

Why is this?

I can tell you have been trying everything you know to care for this poor sick bird. Thanks for caring enough to look on the Internet for help too.

Your bird is sick, so Dr B can not help. You need to Find an Avian Vet right away for your bird. The bird was probably sick when you brought it home from the pet store.

In the future only purchase birds that have been seen by an avian vet, or take the bird to an avian vet as soon as you purchase the bird. Most birds sold in pet stores were kept in dirty environments with tons of other sick birds that were bred from sick birds. Some breeders are in the business only to make money and do not care about the birds at all.

In my opinion, it is best to purchase from a breeder where you can visit their aviary and see how the birds are kept.
