I'm sorry, but I have NO idea what you are talking about? There is no such thing as dowel feathers whether white or not.

Write back with more information about which feathers you are talking about. You cannot change the color of any bird's feathers without risking killing them.

Use NO dyes, paints or other colorants on any birds because this can and does kill them.

Write back with more information about what you are talking about, and we'll go from there.

I am not sure what a dowel feather is? If you mean down feathers, the little white fluffy ones, then your bird could be plucking and needs to be seen by an avian vet.

If you are calling the new feathers that have a hard white sheath on them dowel feathers, then your bird will eventually preen the sheath off.
