If wings were clipped, bird will not fly. You said you have had the bird for only a few days, it takes time for the bird to get used to its new owner and new home. Don't force yourself on your bird by trying to pick it up when it is clearly still afraid of you. It takes time to gain their trust and they have to be trained to step up on your finger. There are Parrot Training pages on this blog to teach you how to do this. My bird was one year old when I got it and didn't fly for two years because I think she didn't know how!

When and if your bird starts to fly, be sure it is in a safe environment and won't crash into windows, has a safe place to land and won't fly out the door.

It may have had it wings cut too short. There is now way anyone can tell over the Internet. Please take your bird to an avian vet to be checked out. This should be done with every new bird anyway.
