My baby Cockatiel

ok so we breed baby cockatiels. they r around 3-4 weeks and are getting hand fed with baby bird food like normal. But this one baby is scared of movement, I think it's only human because it mixes well with the other babies. it also can't walk propley, he can only push himself backwards.

he does this when he sees movement and hisses like he's scared. I've never seen him stand up straight either. hes feet r always scrunched together. this got me worried as the others r a little younger than him and r doing the excactly opposite as him. I'm worried he's got a problem or something, PLEASE HELP!
