My bird has funny stick things growing on its head

Hi my Indian ringneck is nearly 3 yeas old and is just getting his black ring around his head. I know this is normal but what im not so sure about is there is funny green stalks growing on the top of his head and around his mouth. they are like spikes that at first i thought were feather stalks with nothing on them but the thing is they are way too thick to be that. They are much firmer than his feathers and almost sharp to touch. He is acting normal so i dont think he is sick. i tried attach a couple of photos to show you what i mean but the uploader wasnt working.

Have you heard of this before and do you have any idea what it is and what i can do about it?

Pin feathers on bird

I think these are pin feathers which are new feathers that have not lost their sheath. To be sure, you should have your bird examined by an avian veterinarian.

I really think they are pin feathers.. When a bird moults it grows new feathers, they are stick like things covered in a feather (skin) and when they are ready, the skin falls away and the feather appears.
