my bird neko does the same thing wen i giv him kisses and rub behind his cheeks its just a way of saying he likes it :) your bird is beautiful by the way

Soft Chirping Budgie (when receiving a head scratch)

I first want to say that the picture of your Budgie is ADORABLE!
Sounds to me like your budgie likes getting his head scratched; especially if he chirps "Softly" when you are doing so.
I guess you can equate his reaction to a cat purring when you pet it.
I have one that looks just like this one named "Blue Boy" and he does the same thing.
Now if he starts to screech loudly and nip at you when you scratch his head it could be due to "Pin" feathers coming in. Often times they are tender.
