I took my bird outside today and noticed that he has something in his eye. He does seem to blink a lot, and I am wondering if I can use water, etc. (It looks as if it is just a little piece of feather debris). He is twenty-six YRS. Old & happy, but he is missing feathers on his back and chest.

You can provide water for the bird to bathe in, and see if this helps.

You say your bird is missing feathers, but is healthy. Have you taken your bird to an avian vet to be examined to make sure it is healthy?

I suggest you Find an Avian Vet to examine your bird, if you haven't already. Your bird could have a disease or something internally wrong that is causing it to either pluck it's feathers or for the feathers to be falling out.
