My cockatiel his eye bothers him

He keeps opening and closing his eye, and when i came home his feathers look like if someone put hair spray, he throw up of course. Im guessing, please help me what to do i love this bird alot he snizzes too and he just wants to stay with me all the time.
But he only closes one eye and other doesnt. Please help me.
