First thing you need do is to take your bird to an Avian Vet in your driving area. There is a link on this site to help you find one if you can't find one in the yellow pages of the phone book.

I'll also give you link to some articles about feather plucking, and diet has a lot to do with healthy feathers and skin, so read it carefully.

An Avian Vet will check for infections and mites and will probably want to do some basic bloodwork like a CBC, Kidney, Liver, Thyroid and Parathyroid panel to make sure there is nothing wrong in those areas. We, nor Avian Vet's, cannot make blind diagnosis, so it is in your bird's best interests to take him to Avian Vet soon as you can get in there so he can be seen and examined in person.

Please so not use any over the counter meds nor any home remedies because, until an Avian Vet has ruled out physical causes for the plucking, you don't know what is wrong and neither do we. Using any kind of meds, including those found in pet stores, before seeing an Avian Vet can and does kill birds all the time, so leave all that alone.
