why does my blue and gold macaw spits out food on the inner side of his wing and then keeps chewing on it

He needs to be examined by an avian veterinarian. This is an abnormal behavior and could be related to poor diet, lack of environmental enrichment, a cage that is too small, isolation, and many other possibilities, including illness.
