My moluccan cockatoo's bulging eyes

My cockatoo was diagnosed with an infection of the throat due to excessive powder. She had a high white blood cells count before she was treated. Her avian vet said one of the symptoms was her bulging eyes. Does this sound right?

Bulging eyes are an indication of a sinus infection, but can be related to a few other diseases, depending on where the swelling is located. I have never heard of an infection of the throat related to excessive powder.

A high white cell count usually indicates infection, but can be related to inflammation, too.
