SEPARATE the BIRDS is your BEST OPTION!

Yes, in reading all of the other comments, first get them separated, you will be surprised what happens between birds when you are not looking. If one is aggressive, only God knows how much torture your other bird has been through already and now he just can't take it anymore. There could be unseen injury as well. Don't leave the birds together for now, set up a comfortable space for you bird and take him to the AVIAN fast... hope this is a passing thing and nothing permanent! Good luck

Yes, the other bird likely caused this and will eventually kill the bird if you do not separate them.

Well if he is leaning on his side in the cage that's obviously something wrong with him and as you said you have another parakeet who is very aggressive towards him seems to me your parakeet need and avian vet. And you must put him in a separate cage for some time so the female cannot hurt him during his illness and curing time...
