My parakeet keeps scratching face and beak seems overgrown

We bought her (I think it's a she but what do I know) from Petsmart 2 weeks ago. We were told she was a baby but again we aren't that bird savy... anyhow she keeps scratching her head on the cage and with her feet like a dog. Now I'm also noticing that her beak seems really overgrown.... what is going on? This doesn't seem normal.

overgrown beak

The scratching could very well be that the bird is getting in new feathers. When the new feathers come in, they are hard white shafts and sometimes it makes birds irritable along with itchy.

An overgrown beak is a serious thing. In Budgies it is usually a sign of liver disease. Because Dr. B can not see your bird over the Internet, he suggests that you take your bird to see an avian vet for a physical exam and blood tests so that the proper treatment can be prescribed.
