A lot of times this is either related to diet or bird was born with a defect causing this. Your parrot should be eating high quality organic pellets all the time and if he is not, this could be related to diet.
You will have to consult with an Avian Vet in your driving area so they can do bloodwork to see how liver and other organs are functioning. They will be able to trim this down a bit, and you may need to come back so they can do more work on it.
Do not wait to go to the Avian Vet and please get your bird onto a high quality diet.
