Nanday Conure pin feathers

I rescued a Nanday Conure recently, and noticed he has a lot of hard pin feathers around his head, neck and some body. Is this normal, will they come out or turn into regular feathers?
He seems quite healthy given the circumstances upon which he was living. I was told he is about three years old.

Helping bird with pin feathers

Yes, the hard sheath will eventually fall off and the feather will unfold. Some birds get grumpy when this is going on, because it is not comfortable as best I can tell.

You can help by either misting the bird or providing water for the bird to bathe in. If you mist, spray above the cage and let it fall down on the bird, don't spray the bird directly.

If the bird enjoys being handled, you might try pinching one of the hard feather sheaths between your thumb and index finger. If it gives right away and falls apart, it will be a blessing to the bird. If you have to pinch hard, then don't do it because it isn't ready. If the bird fights you, then don't do it either, because it means it hurts instead of helps.
