New Alexandrine Parrot 12 Weeks Old

Hi There, I have just bought an Alexandrine Parrot today, he is 12 weeks old and has supposedly been 'hand raised' although I picked him up from the ladies place of work and have since taken him home. He refuses to step up onto your hand and just flies around the cage, however, once he is out he does not bite but doesn't like staying in the one place. The only way to get him is to put your hands around his body holding both wings down and I don't like picking him up this way.
Is it possible that he is just still very timid and unsure about his new surroundings and will come good in the next few days? I have had a bad experience with a 'hand raised' rainbow lorikeet but he was awful and we had to give him to an open aviary as he was so aggressive. I do not want to go down the same path with this parrot and have spent alot of money on him and have had such high hopes for a great companion. I have 2 cockatiels which I hand raised myself and they love stepping up and down whenever I want them to.Will this bird eventually do this if I give it the correct training or is he too old?
