Nibbling Lovebird

every time my lovebird is on me he starts nibbling (feeling like sharp neddles) on my skin. Why and what is causing him to do this and how do i get him to stop (besides telling him he will be in time out if he doesnt stop) It really hurts and nerve racking. I hand fed him from baby and he is about 2yrs old.
