I have a Quaker also. One of their personality traits is plucking and picking. Mine picked all the feathers off the front of his neck and sometimes even breaks the skin and bleeds. Your bird should be seen by a vet to make sure there's no injury under the wing that he could be picking at.

The sound he makes is a sound they use in the wild to locate their family/mate. Mine does that when I leave the room so I just call back to let him know I'm still there.

Sounds like Charlie does what mine does, goes all 2 year old on me, have to video that one day, I know its attention getting and I if ignored he quits. But yes its just attention getting. As for feather pulling, I have a dozen good sizers going so far, saving them for a natural climb toy. If the bird eats well, drinks good water, poops well all is well.
