Pair of baby Sun Conure plucking chest feathers

I have a pair of baby Sun Conures, they live in the same cage and they are about 4 and a half to 5 months old. And the past week and a half one of the babies has started to pluck his chest feathers, theres only about 10 feathers he's plucked out so far. But nothing has changed in his diet or anything like that. I would like to know what the problem is so I can stop his plucking before it gets worse.

Baby Conure Feather Plucking

Well I'm not really sure wich one is plucking it as there are 2 in the same cage, but it's not really the feathers that are being plucked, it's the down. But I noticed it after I have been spending more time with him(not sure of the sex) trying to tame him down more. I bought them from a breeder in Florida, the were 3 months old and were supposed to be handfed. I know for sure to tame one was, but the other one was not, he was very scared of people. I figured he was stressed from me spending more time with him, but then I thought well, they were shipped here to Califoria from Florida about 2 months ago maybe he could have picked up something during the flight?

If the bird is plucking itself, then you need to get your bird to an avian vet right away to rule out bacterial infection or some other internal thing bothering the bird. It could be picking the feathers to get to the discomfort or pain.
