Parakeet acting strange!

My parakeet is on the bottom of the cage turning it's head around and around. I also noticed on the side of it's head the feather are missing and there is a red and inflamed hole. Is this it's ear and can it be infected. What can I do? I do not believe we have an avian Vet in Hawaii.

it is staying in one place it is chirping and its eyes are open and when you hold it it doesnt run away any more it holds on and wont come off what is wrong with it

As Tracie said, find an Avian Vet or a breeder there to help you. There are many parrot breeders there, and so should be a few Avian vets to help them.

Your bird may have been injured. Whatever is wrong is very bad and will result in bird's death if you don't take some kind of action very quickly.

Sick budgie and finding an avian vet

I don't know of anything you can do, but find an avian vet or a good breeder that has experience in helping birds with illnesses. (I know in some places overseas that sometimes breeders fill in when an avian vet is 5+ hours away.)
