No, you need to have this looked at. Please Find an Avian Vet to examine your bird to rule out fatty liver disease or illness.
If you feed your bird a seed diet, then it is likely fatty liver disease. I did not know about pellets with my first budgie and it died of this.
You should be feeding your bird 70% Harrison's or Roudybush pellets and only 30% healthy treats or seeds. No colored pellets or cheap pellets full of sugar and chemicals.
Either way, you need to take the bird to an avian vet for a beak trim and exam. If it is not a disease, then you will need to provide some toys with Popsicle sticks and other things that it will chew to keep it's beak trimmed.
