sometimes, when i come near my parakeets, and i feed them the spary mullet and other times, when i come near the cage, the close their eyes.
does this mean they are ready to be let out of their cage?

This could mean they are sick and need to be taken to an Avian Vet in your driving area for a checkup.

It could also mean you may have on perfume which kills birds as do many other toxic products routinely used in homes. Anything that has fumes is toxic for birds and kills them slowly or quickly depending on exposure level.
