im noticing blue rings around my FEMALE prakaeets nostrils shes about 5-6 mounths old but does this mean she really is a male if she has blue rings around her nostrills?

Yes, the cere of male budgies usually turn blue. White and yellow budgies may not change, we have a yellow male budgie with a pink cere.
