Parakeet loosing chest feathers

I read all the info on molting,but nothing was mentioned about chest feathers. My Parakeet has down on his chest but no real feathers, and this has been for a couple of months.He is flapping his wings in a flying fashion which I understand is part of the molting process, he eats well, sings during the day and is quiet at night so he seems to be in good health otherwise. Please advise if this is normal.

No, this is not a molt. When a bird is molting you do not see bare spots or down feathers. Your bird is either plucking or it has an illness or disease.

You will need to Find an Avian Vet for your bird so it can be examined to determine what is wrong and what the potential treatment might be.
