Yes, your bird is sick, and must see an Avian Vet in your area as soon as is possible. It probably has an infection which can be cured with antibiotics prescribed by the vet. NEVER give your bird any over the counter meds or meds a "friend" tells you to use or gives you. Avian Vets have gone to school many more years than regular vets and know what they are doing with birds. Always take them to a qualified Avian vet when they are sick. No one will be able to tell you what is wrong and what to do except an Avian Vet.
