Parakeet scratcing

my year old female white parakeet, seems to scratch her head often with her feet much like a cat or dog would. should I be concerned?

It depends, if the bird is molting and is getting new feathers in on it's head, then it will scratch. If the bird is not molting, then it is not normal and you should make an appointment with an avian vet.

If the bird is molting, you will notice a lot of feathers around the cage.
