You need to take your bird to an avian vet ASAP. The only way treatment can be prescribed is for a vet to run tests to determine what is wrong.
For sure you can help your bird if it is not eating a healthy pellet like Harrison's, Totally Organics or Roudybush. Parakeets often die of fatty liver disease from eating too much seed.
