why would an older parakeet walk with a tilted head and stay on bottom of cage?

YOUR BIRD IS SICK AND MUST BE EXAMINED, DIAGNOSED AND TREATED BY AN AVIAN VET IN YOUR AREA. There are many Avian Vets in Florida since it and California are the largest bird breeding states in the US.

Anytime, your bird appears to be sick, it is, and you have to take it to an Avian vet to be checked out. This falls under the heading of providing necessary medical treatment and is part of the laws of humane treatment of animals in this country.

So, make an appointment with an Avian Vet in your area and have your bird checked out as it is sick. Birds don't just DO things like that for no reason.
