well i have owned a quaker parrot for four years now and it is very well behaved and fly around the house. he even goes outside without flying away, but he aways lets my dad and my mom cradle him in their hands and not me. how can i fix this problem

You might try getting your mom or dad to cradle the bird and then slowly hand you the bird in the same position. It may take weeks or more of doing this every day, but eventually the bird may trust you doing this because the other person it trusts trusts you.

It is none of my business, but you are taking a huge risk that your bird doesn't get attacked by a predator or get a bird disease by letting it fly outside.
