my parrot has one part of neck pumped and the other is like a hole? is it a sign of illness?

You need to Find an Avian Vet to examine your bird. I have not heard of this before. It could be it swallowed something it shouldn't have or has a tumor or infection. Only an in person exam will reveal what is going on.
