What has your parakeet been eating? Many of the seed mixes with dried fruits contain red berries, in which case it could be that. Are you giving your bird any fresh fruits or vegetables that are red? If you can't attribute it to anything you've been feeding, I'd take your bird along with his soiled cage liner to the avian vet. Please remind your Mom that part of the responsibility of owning a pet is providing veterinary care for it!
