He really should go see an avian vet to make sure he does not have any skin issues. The scratching tells me he may well have a problem.

It is sweet that you rescued this bird and are trying to help him.

There are many issues that can cause a bird to pluck and scratch. The only way to determine what is wrong and have the specific treatment is to take the bird to an avian vet for tests.

Even if you think it is mites, and that is rarely the case, do NOT treat the bird with non-prescription stuff from the stores. These products cause more health issues and make it harder to determine what is really wrong.
