Preening or plucking, how to know when it is a problem?

I have an Indian ringneck that is 10 months old.
Lately when I hold it it seems to preen itself by pulling out some of it's down feathers.
How can I tell if this is just preening or is it an early plucking problem. It still has all it's feathers and looks very healthy. How do I know when it is a plucking problem.

Detecting plucking early

Normal plucking results in bare patches. This sounds like normal preening but you need to have your bird examined by an avian veterinarian. Birds need to be seen annually for well-bird check ups and vaccinations.
