My Blue Quaker Parrot,"Sapphire",will not stop screaming. If I cover her up it doesn't stop her.Even if I walk out of the room or try to ignore her it just does not work.If I am holding her it is not that bad,it just seems to be when I put her in her cage.I LOVE her to death but I just need help! PLEASE,CAN SOMEONE HELP ME?!?!?

I find walking out of the room always makes it worse - then they try to call their flock - namely you - back.

I have 2 quakers and both can get very loud and riled up. I find they are at their worst when they are in need of some quality out of the cage time.
Mine were awful this Am.
I spent over an hour with one on each index finger singing "I will survive" to them so they could dance and sing with me. They love the interaction and it calms them down. Then they both had a nice misting. Now, they are 2 quiet little mice , eating a snack and watching the dogs do their dog stuff. Sometimes just being out isn't enough, they need to be focused , active, involved and entertained to get rid of all that excess energy.
It isn't a perfect solution, but it does tire them out and calms them down, at least for a while.
Find something your Q enjoys and work with that to figure out an activity you will burn some energy on.
