If the bird is continually fluffy and not active, then it is sick. You will need to Find an Avian Vet for your bird so it can be examined to determine what is wrong and what the potential treatment might be.

If your bird is mostly active, eating well, drinking etc., then it my just be fluffing up when it is resting and sleeping.

Is he or she eating ok, singing dancing, they are very rambunctious birds, full of energy. If all is well, and wait til you see the squirts, i mean the one I have here, about 6 or so, not fluffy, but dang he can squirt almost 4 feet. But it goes with the territory, love em all! So yours could be a youngster still, don't sweat it if it it appears to eat, and all of the above. BTW, they are excellent learners, Raggy can sing, talk, tell you off and actually says, Come here, and i say where? he says Right here! Love em!
