Red feathers on African grey

My African Grey is growing red feathers around his neck like a collar. Is this normal if not what does it mean?

Hello

My grey has the same thing a vet told me that is was the food it was eating. I was feeding my grey pellets and fruits and notice there was alot of red in it. hope it the info helps.
