Red Lored Amazon Itchy Gray feathers and black blotches on wings.. He smells too

My red lored green amazon parrot is growing green feathers under his neck. Also, some of his feathers on the side of his wings are getting black slotches. I found this bird in the trash in a bag 2 months ago. He has just started getting these green feathers and black splotches recently... He is so lovable but guards his cage.... Once off he is great. I am worried about him. I took him to the vet the first week... But now this. I am afraid to spray him, I am afraid he will catch a chill. So should I spritz him with water? Warm or cold and how often? Please help! He loves to eat with us and the grandkids! is this ok?

I don't know why the vet didn't answer but this is not normal for an amazon to smell. I've heard of stress bars on feathers but there again I don't think it would smell. He does need to be on an organic pellet diet such as harrisons. If he's eating table food thats not healthy. Please take him back to the vet. It sounds like he might need antibiotics. Yes he does need to be spritzed with warm water at least twice a week especially during the winter months when the air is so dry. Keep him out of drafts even if you need to partially cover his cage until he's dry. My birds like the hair dryer on low for a few minutes but not to completely dry them as that would defeat the purpose. Thank god you found him. He is a very lucky bird.
